The Federal Motor Carriers Safety Administration new Comprehensive Safety Analysis Be prepared – CSA2010 scheduled to roll out nationwide in the next few months!
What is CSA 2010?
It is a new way for the FMCSA to more effectively track and
evaluate your safety record; intervene more quickly when your fleet
appears to be operating unsafely; and better prevent crashes. Injuries,
and fatalities in the process.
How does it work?
The program involves:
. Data collection, including all your drivers’ crashes and
safety-related violations found during roadside
Inspections across all employers:
. Measurement of that data, to find out where your drivers – and your
company – are having problems
. Evaluation of the safety ranking of your company and drivers compared
to other companies and drivers; and if necessary.
. Enforcement intervention to persuade you to run a safer operation
Who’s targeted?
While SafeStat selected the highest-risk carriers for compliance
review, CSA 2010 uses more data to identify and target carriers and
drivers who may be having safety or compliance problems. It also does so
earlier in the process. Based on pilot state testing, FMCSA is expected
to have interaction with 4-10 times more companies than they had under
the SafeStat system.
Much like the present SafeStat system, this new measurement system will group safety performance data collected on motor carriers and their drivers. But CSA 2010 will increase the number of safety problems if can identify by 20% or more. Rather than using out-of-service violations in broad categories, CSA 2010 will group data into these seven Behavioral Analysis Safety Improvement Categories (BASICs):
. Unsafe driving
. Fatigued driving
. Driver fitness
. Drugs & Alcohol
. Vehicle maintenance
. Cargo related
. Crash history
Each violation will be scored and weighted between 1-10 – 10 being the most severe – based on its relationship to crash causation. Crashes and violations occurring in the last six months are weighted three times heavier, and crashes and violations occurring in the past 7-12 months are weighted two times heavier.
