Danny Schnautz is the current President of the Transportation Club of Houston.

He has also been a member of SDTC for several years and was recognized as our 2007 National Transportation Man of the Year.

 

Danny works for Clark Freight Lines in Pasadena.  He is married and has one daughter.

 

The topic for the luncheon will be Fuel Surcharge.  As we all know, currently fuel is a hot issue with not only truckers but with the everyday drivers.

Fuel surcharges have become a hot topic as truckload carriers and brokers hit hard by rising diesel prices have looked to pass on the costs. However, some intermediaries have tried to take advantage of the surcharges.

 

                           

 

Rep. Peter DeFazio (D-OR) has introduced an amendment to the 2009 Department of Defense Authorization bill (H.R. 5658) aimed at protecting truckers from intermediaries. It stipulates that all surcharges paid by the government are passed to the trucker buying the fuel in all Department of Defense loads.

 

 

 

 

The amendment states: “In all carriage contracts in which a fuel-related adjustment is provided for, the Secretary of Defense shall require that a motor carrier, broker, or freight forwarder providing or arranging truck transportation or service using fuel for which it does not bear the cost pay to the person who bears the cost of such fuel the amount of all charges that relate to the cost of fuel that were invoiced or otherwise presented to the person responsible directly to the motor carrier, broker, or freight forwarder for payment for the transportation or service.”

DeFazio’s amendment was added to the bill on a voice vote, and was approved by the House by a 383 to 26 vote. The Owner-Operators Independent Drivers Association (OOIDA) praised the measure.
“We are thankful to Congress for making sure valuable taxpayer dollars are spent wisely to support our men and women in uniform and those who support them on the home front,” said OOIDA executive vp Todd Spencer. “The money from fuel surcharges should not go to pad someone’s pocket, but be used properly to support our military actions and efforts.”
The amendment comes on the heels of the TRUCC (Truth in Reliable Understanding of Consumer Costs) Act, which dictates a 100% pass-through of fuel surcharges to whoever buys the fuel on all loads.
The bill would stop brokers and middlemen that charge shippers for fuel costs but do not further pass the costs to the operators who pay for the fuel.

DHS Realigns TWIC Compliance Dates



WASHINGTON- The U.S. Department of Homeland Security (DHS) today announced that the final compliance date for the Transportation Worker Identification Credential (TWIC) program will be April 15, 2009, which reflects a realignment of the Sept. 25, 2008 compliance date set in the final rule. The seven month extension is a direct result of collaboration with port officials and industry, and realigns the enrollment period with the original intent of the TWIC final rule.
TWIC was established in the Maritime Transportation Security Act and the SAFE Port Act to serve as an identification program for all Coast Guard credentialed mariners and personnel requiring unescorted access to secure areas within a port. The program is on track to complete enrollment for a substantial number of jurisdictions by the end of 2008, and several ports will be required to comply with TWIC regulations this year.
Owners and operators of facilities located within Captain of the Port Zones Boston, Northern New England, and Southeastern New England will need to comply by October 15, 2008. These three ports were selected based on favorable conditions that facilitate near-term implementation. These ports are ideal for initial compliance based upon geographic proximity, the size of their TWIC enrollment population, and respective enrollment efforts to date. Additional ports will be announced in the coming weeks, and the Coast Guard will provide at least 90 days notice prior to enforcement.
The TWIC program is progressing steadily and has opened more than 100 fixed enrollment centers and dozens of mobile sites nationwide. More than 250,000 workers have enrolled to date and thousands more are processed each week. Enrollment began at the Port of Wilmington, Del. in October 2007.
Workers can pre-enroll online at www.tsa.gov/twic. Pre-enrollment can accelerate credentialing by allowing workers to provide biographic information and schedule a time to complete the application process in person. This eliminates delays at enrollment centers and reduces total enrollment time for each worker.
Although the compliance date has been extended seven months, workers are encouraged to enroll as soon as possible. Additional information can be found on the U.S. Coast Guard's Homeport site, http://homeport.uscg.mil, and on the Transportation Security Administration's web site at www.tsa.gov/twic.

 The week that includes the third Friday in May is 
Transportation Week in recognition of National Transportation
 Week and the contributions of the

and National Transportation Week, 2008

A Proclamation

 America's transportation system strengthens our national security and keeps our country moving. On National Defense Transportation Day and during National Transportation Week, we thank the men and women of the transportation industry for their efforts to ensure that our Nation's infrastructure operates effectively and efficiently.

Innovation, investment, and imagination have enabled new modes of transportation to revolutionize the world. Today, businesses can deliver goods and services faster than ever, first responders can quickly bring hope and healing to those in need, and people can visit loved ones across the country or around the globe. The Armed Forces utilize modern transportation to deploy troops, move supplies, and bring our heroes home from the front lines. We are grateful for the hard work of all transportation professionals.

My Administration supports the continued creation of safer, more secure, and more reliable roadways, bridges, airports, seaports, and mass transit systems. We are addressing the challenges facing our transportation system today, helping lay the groundwork for future demands, and giving State and local authorities the flexibility to solve transportation problems in their communities. By promoting research in advanced transportation technologies, my Administration is also working to help end our reliance on foreign sources of energy, improve our environment, and strengthen our economic and national security.

To recognize the men and women who work in the transportation industry and who contribute to our Nation's well-being and defense, the Congress, by joint resolution approved May 16, 1957, as amended (36 U.S.C. 120), has requested that the President designate the third Friday in May of each year as "National Defense Transportation Day," and, by joint resolution approved May 14, 1962, as amended (36 U.S.C. 133), that the week during which that Friday falls be designated as "National Transportation Week."

NOW, THEREFORE, I, GEORGE W. BUSH, President of the United States of America, do hereby proclaim Friday, May 16, 2008, as National Defense Transportation Day and May 11 through May 17, 2008, as National Transportation Week. I encourage all Americans to learn how our modern transportation system contributes to the security of our citizens and the prosperity of our country and to celebrate these observances with appropriate ceremonies and activities.

IN WITNESS WHEREOF, I have hereunto set my hand this ninth day of May, in the year of our Lord two thousand eight, and of the Independence of the United States of America the two hundred and thirty-second.
